Sogei's management of innovation and digital transformation plays a fundamental role: accompanying the Public Administration in the transition to Digital Government.

Sogei continues to invest in information and communication systems and technologies (ICT), in internal processes and in people's ability to innovate, with the aim of increasing the focus on the customer through the introduction in the company of the Customer eXperience Management operating model (CXM).

Sogei: the contribution to innovation

The activities carried out by Sogei concern all the components envisaged by the strategic model of the three-year IT Plan of the PA.

Digital technologies and innovative work models must represent a competitive advantage, improving the Customer eXperience, the efficiency of internal staff and providing adequate tools for the realisation of projects.

The innovative projects have the main objective of evaluating the potential of new solutions aimed at promoting the introduction of new approaches and business models. The goal is to enhance the new digital technologies through the development of applied research projects and the experimentation of new types of tools and frontier technologies to support the company business.

  • Data
    Sogei manages databases of national interest which represent one of the foundations on which ICT strategies at national and international level are based, databases capable of ensuring, through highly reliable platforms and infrastructures, interactions between public administrations and, where required, between these and private individuals.
  • Infrastructures
    Sogei is involved in the development of the cloud model of the PA and, as soon as the further National Strategic Poles are identified, in the consolidation of data centres.
  • Interoperability
    The AgID interoperability model indicates and consolidates the guidelines aimed at addressing the methods of collaboration and the interfaces for exchanging data between public administrations.
  • Platforms
    The platforms managed and developed by Sogei, including NoiPA, Sicoge, Siope and Siope, ANPR, are solutions that offer fundamental, transversal and scalable functionalities for the digitisation of administrative procedures of the PA, standardising the delivery methods. In addition, they support administrations to create new features, reducing the time and costs of services and ensuring greater IT security.
  • Computer security
    As part of the Security Governance activities, the Company has implemented the provisions of the National Cyber Security Strategy (Italian Prime Ministerial Decree of 27 January 2014) setting up the Sogei CERT, Computer Emergency Response Team, a team to respond to security incidents. With regard to monitoring, analysis and the correlation of security events, the company has a Security Operation Centre (SOC) infrastructure capable of dealing with the threats of possible cyber attacks.
  • Digital transformation governance
    Sogei collaborates with the PCM Digital Transformation Department and with the AgID as partners in the activities that allow it to support the management of the change necessary for the digital transition of the Country System. It also collaborates with the National School for the PA, providing training to PA officials and managers to enhance their skills and knowledge on the main issues concerning the transition to digital.

Sogei possesses and applies the skills necessary for the design, sizing, implementation, management, control and evolution of each component of the infrastructure at all levels on a daily basis: communication between components (LAN, SAN, WAN), perimeter and logic security, server, appliance, storage and monitoring.

Three-year IT plan in the PA 2020-2022

On 12 August 2020, the AgID published the Three-Year Plan for Information Technology in the Public Administration 2020-2022, a document for the digital transformation of public administrations in the next three years.

The Plan deals with issues such as national IT infrastructures, interoperability model, PA platforms and data, IT security, ecosystems, tools for the generation and dissemination of digital services and the governance of digital transformation.

The digital strategy of the European Union

Digital technology is changing people's lives. The EU's digital strategy aims to ensure that this transformation benefits citizens and businesses, while helping to achieve the goal of a climate-neutral Europe by 2050. The Committee is determined to make this decade the European "digital decade". Europe now needs to strengthen its digital sovereignty and set standards, rather than follow those of other countries, with a clear focus on data, technology and infrastructure.

The Committee has presented vision and perspectives for Europe's digital transformation by 2030. This vision for the digital decade of the EU is built around four cardinal points:

  • citizens with digital skills and highly qualified professionals in the digital sector;
  • sustainable, secure and performing digital infrastructures;
  • the digital transformation of businesses;
  • the digitisation of public services.

The National Recovery and Resilience Plan (PNRR Piano Nazionale di Ripresa e Resilienza):

The European Union responded to the pandemic crisis with the Next Generation EU (NGEU), a support programme to accelerate the ecological and digital transition, improve the training of workers and achieve greater gender, territorial and generational equity.

The PNRR is the tool that will enable an acceleration in the digital transformation process of Sistema Italia. Mission 1, aimed at the Digitisation, Innovation and Security of the PA (40.7 billion Euro), sees the direct involvement of Sogei as the implementer of projects activated through the customer PA's use of funds offered by the PNRR
